Qt Creator
If you need to make a GUI app that works on Windows, Linux, and probably Mac OS X, why don't you try Qt?
It's a groovy toolkit that is quite mature and solid, and has a pretty nice IDE (Qt Creator). It also has (on Windows) a single download that installs the whole toolchain and includes tutorials.
It's also open-source under the LGPL licence.
That name again is Qt Creator.
